What is decentralization?
DECENTRALIZATION
• Decentralization ( lat. de and centrum – center) should be
regarded as transfer of power from one to another legal entity of
Public Law, the implementation of which remains under the transferor's
non-hierarchical control.
• Decentralization means increased jurisdiction of lower periferal
territorial entities which further remain subordinated to higher
administrative instances( only the structures which are hierarchically
organized can be sustainable).
